Main Purpose of Job

Out of Home Program Manager: The main purpose of the position is the administration of the Out of Home Placement Unit through implementation, monitoring, and evaluation of service delivery for children in the custody of the Frederick County Department of Social Services. This position provides supervision to staff in Reunification, Adoption, Kinship Care, Independent Living, Recruitment, Retention, licensing, and recertification of foster/adoptive homes, Interstate Compact for Placement of Children (ICPC) and Requests from Other Agency (ROA). This position is also responsible for: providing oversight of federal, state and local funds; gathering and maintaining program statistics, and ensuring staffing needs are met.

Child Protective Services Program Manager: The main purpose of the position is the administration of the Child Protective Services (CPS) Intake Unit to include Screening and CPS Investigative and Alternative Response Units. This position is responsible for the implementation, monitoring and evaluation of service delivery for families that are referred for investigation of child abuse and neglect. As the administrator for CPS Units, this position is responsible for meeting and maintaining standards of practice as established by the local agency, state, and federal policies and regulations. This position is also responsible for: providing oversight of federal, state and local funds; gathering and maintaining program statistics, and ensuring staffing needs are met. This position provides administrative support to the CPS supervisors who are responsible for supervision of the workers.

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, four (4) years of which must have been in an administrative, supervisory or consultative capacity.

Notes:

 1.) These requirements are established by the Social Service Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.

2.) Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have at least three years experience in:

- Child Welfare case management

- Budgement management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
