Main Purpose of Job

This position assists and contributes to accomplishing the Department of Human Resources (DHR) mission by ensuring that essential disaster services are provided in a timely and efficient manner. The incumbent in this position serves as the agency's lead All-Hazards Operational/Contingency Planner for Prevention, Protection, Mitigation, Response and Recovery; develops, revises, and tests emergency state-wide multi-agency disaster plans including, but not limited to: mass shelter, evacuation, recovery social services and feeding plans; coordinates and evaluates exercises related to plans; participates in development and delivery of training programs related to those plans; and supports unit priorities and emergency activations as assigned. DHR, Office of Emergency Operations (OEO) is the lead agency for Emergency Support Function #6 (ESF #6)- Mass Care & Sheltering, Feeding, Housing and Emergency Assistance - handling the mass care and sheltering of citizens of and visitors to the State of Maryland during all declared man-made or natural disasters.

POSITION DUTIES

This position develops, revises and tests emergency plans to include, but not limited to: mass shelter, evacuation, reunification, social services recovery and feeding plans to assist communities and individuals impacted by an emergency utilizing the Federal National Planner's Course (NPC) process; improves emergency plans by assessing information collected from actual emergency operations for lessons and implementing corrective actions; develops and delivers training programs related to emergency plans in cooperation with other members of the unit; and evaluates potential success or failure of mass care, shelter and recovery plans to improve those plans by:

1. Gaining subject matter expertise.

2. Understanding the relationship between mass care plans and their supporting operations, including service centers, casework, bulk distribution, logistics, community outreach, public information, damage assessment, interface with vulnerable populations, health and mental health.

3. Cultivating working relationships with partner entities.

4. Developing, coordinating, conducting, staffing and evaluating exercises using the Federal Homeland Security Exercise and Evaluation Program (HSEEP).

Supports secondary planning needs of other positions within the unit to advance over-all success of the unit by assisting with research, developing and drafting of SOPS, grant applications, program guidance, presentations and other documents and projects as directed by management; develops programs and activities including but not limited to Supplemental Social Services Block Grant delivery, recovery casework service delivery programs, residential damage assessment programs for mass care activities that support resilience, response and recovery to disasters of any scale in Maryland; coordinates emergency planning efforts at the Local, State and Federal levels in order to improve efficient operations through:

1). Maintaining regular contact with emergency operations planners at all levels of jurisdiction and across government and private sectors.

2). Providing subject matter expertise in State response activities in Maryland to those partner entities.

Participates in emergency operations and events throughout the State. This may include, but is not limited to:

1. Resource deployment (including, but not limited to: loading and unloading of supplies, warehouse/storage container operations, delivery, set-up and tear-down).

2. Emergency Service Centers ('ESCs').

3. Disaster Recovery Centers ('DRCs').

4. Preliminary Damage Assessment ('PDA') teams.

5. Repatriation teams.

6. DHR Emergency Command Center ('DHR-ECC').

7. State Emergency Operations Center ('SEOC').

8. Bulk Distribution Center Supervision.

9. Community Outreach teams.

10.Shelter Management.

11.Casework teams.

Implements emergency plans for real events to assist individual's impacted by those events by:

1. Responding to emergency notifications.

2. Participating in coordination calls and/or meetings at diverse locations with internal and external partner entities.

3. Evaluating existing plans in light of actual events.

4. Recommending to Management which plan to implement, and any appropriate adaptations required by circumstances.

5. Providing appropriate subject matter expertise and sufficient partner relationships to accomplish successful activations of appropriate plans.

Fulfills whatever temporary role is assigned by Management to meet the Department's objectives as part of an emergency event, including but not limited to:

1. Serving in Command Staff, General Staff, or other dependent positions as defined by the Incident Command System (ICS).

2. Leading staff temporarily reassigned to report to that role.

3. Facilitates interagency coordination to implement emergency plans for feeding, casework, emergency supply distribution and other activities as directed through use of subject matter expertise, creativity and relationships with partner entities.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

One year of experience coordinating and implementing emergency plans for natural disaster.

DESIRED OR PREFERRED QUALIFICATIONS

1. Maintains a valid CPR and 1st Aid Certificate.

2. Excellent written and oral communication skills.

3. Ability to work independently, under a variety of difficult conditions.

4. Experience working/coordinating successfully and diplomatically on complex projects involving multiple partners and objectives.

5. Ability to prioritize and handle multiple projects simultaneously.

6. Experience with researching, analyzing and reporting information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
