Main Purpose of Job

The Digital Communications Specialist creates engaging, relevant content across a range of digital platforms including social media, website, blog posts, articles and email marketing, as well as print and other marketing materials. The position supports the Maryland Health Benefit Exchange, which oversees Maryland Health Connection, the state’s health insurance marketplace under the Affordable Care Act. The position also assists the Marketing & Outreach department with varied tasks including research, event planning, materials development and helping with special projects. Maryland had among the fastest enrollment growth of any state health exchange in the country for 2016, according to ACA Signups.net. The exchange prides itself on continuing to build a robust digital media operation that earned Facebook recognition for its rapid response to consumers. Social media also helped the exchange gain in enrollments among 18-34 year-olds to place among the top 10 states in the country. Primary areas of responsibility for the Digital Communications Specialist include developing and maintaining Maryland Health Connection’s social media editorial calendar, writing engaging social posts and other content, monitoring and managing the exchange’s social communities, assisting with photography and graphics development, and coordinating with community influencers. 

POSITION DUTIES

Develop and maintain the editorial calendar for all Maryland Health Connection social media channels, including original and curated content, and gather content from partners, stakeholders, other agencies, etc. Write engaging, interesting, and accurate social posts for diverse or targeted audiences on channels including Facebook, Twitter, YouTube, LinkedIn and Instagram. Draft blog posts, and create and distribute email communications.

Draft consumer- and stakeholder-oriented content for MarylandHealthConnection.gov and MarylandHBE.com websites. Post time-sensitive content on website including job postings, board presentations and agency procurement.

Manage Maryland Health Connection’s social communities, and monitor channels for content, sentiment and any breaking concerns. Use monitoring tools such as Hootsuite, Brandwatch and Geofeedia. Respond to consumer complaints and escalate for resolution by staff caseworkers.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related courses.

Experience: Three years experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Note: 1. Applicants may substitute additional experience as described above for the required college education on a year-for year basis.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non-commissioned officer in public affairs classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience and education.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
