This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting hiring list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position reports to the Chief Fiscal Officer (CF0) of the Maryland Water Quality Financing Administration (MWQFA) in managing the financial accounting for the four capital (FY2010 capital budget of $380 million) programs - Water Quality Revolving Loan Fund (WQRLF) including FFY2009 federal stimulus funding, Drinking Water Revolving Loan Fund (DWRLF), Bay Restoration Fund (BRF), and the Non-point Source 2010 trust fund. This position is responsible for independently and accurately: reconciling Federal, State and Trustee revenues and expenditures, journal entries for financial accounting of revenue bond trustee cash and investment accounts, preparing loan principal, interest and fee repayment billings, preparing revenue bond debt service payment schedules for trustee and several reports and spreadsheets for the four major capital programs above.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following: (please indicate this information on your application if you possess this experience)

-experience inputting journal entries with accounting software;

-experience with bank reconciliations;

-experience with loan repayment billings;

-experience with FMIS;

-proficiency with analysis of Excel spreadsheets.

LIMITATIONS ON SELECTION

This recruitment is limited to current permanent and contractual employees of the Maryland Department of the Environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process. The assessment will be a rating of your education, training and experience related to the requirements of this position. Therefore, it is important that you provide complete and accurate educational and employment information on your application. Successful candidates will be ranked as Best Qualified, Better Qualified and Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees. Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, education and work experience.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa. All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act. You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
