This agency is located in Southern Maryland, approximately 60 miles south of Baltimore.
Main Purpose of Job
POSITION DUTIES
Accounting management of fiscal operation for Local DSS office consisting of monitoring, processing and tracking funds in order to meet the goals and objectives of the Department of Human Resources and Calvert County Department of Social Services.
Ensures timely and accurate submission of monthly & quarterly fiscal and procurement reports, as required by DHR and local DSS procedures.
Creates detailed Excel spreadsheets.
Monitors funds availability to ensure adequate funds available for agency operations.
Responsible for year-end closing process to include: timely processing of procurements, payments, completion of accruals and encumbrances, GAAP/reports and closure of both state and local books.
Reviews fiscal operations to ensure policies and procedures comply with established audit standards to avoid audit exceptions.
Ensures adequate internal control procedures and separation of duties are in place for receiving, storing, distributing, and tracking blank check stock, gift certificates, grocery and vendor coupons/vouchers,petty cash and customer benefit EBT cards.
Oversees procurement process for local DSS.
Responsible for on-call emergency shelter management duties, when necessary.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
1. Experience in reviewing, approving, and processing requisitions.
2. Experience in procurement including preparing solicitations for bids and adhering to all procurement guidelines and procedures.
3. Experience monitoring and tracking budgets.
4. Experience preparing journal entries.
Technical Skills: Experience using Microsoft Excel and Word.
