Main Purpose of Job

This position directs and supervises the Department of Human Resources (DHR), Accounts Payable/Receivable Unit (AP/AR) which includes managing the agency working fund currently at $135,500. The incumbent in this position also functions as the agency travel coordinator and provides guidance and support to the twenty-four Local Departments of Social Services (LDSS), AP/AR operations. The position requires close coordination and cooperation with DHR program and administrative unit managers.

POSITION DUTIES

This position plans, organizes and supervises the work of AP/AR staff; processes all disbursements and receipts as well as working fund transactions for DHR headquarters administrations; processes payroll advances for the entire department; coordinates the AP/AR unit to ensure that established policies and procedures are followed and that the unit operates in an effective and efficient manner; participates in Statewide user groups (e.g., APUG) in order to effectively coordinate the implementation of State policies and procedures at DHR and LDSS's; identifies and recommends new and more effective systems and procedures to be implemented where appropriate; ensures that the DHR Administrative Procedures Manual is maintained for current accounts payable policies and procedures; communicates with vendors to resolve payment problems; maintains a high-level of understanding of the automated working fund system and prepares monthly bank reconciliation and composition of funds or approval by the General Accounting Unit Manager; and requires high knowledge of DHR/State of Maryland accounting and administrative policies, systems and procedures affecting the processing of accounts payable including the Financial Management Information System (FMIS) and Advanced Purchasing and Inventory Control System (ADPICS) system, laws and regulations affecting the State Finance and Procurement Article and COMAR Title 21, control agency policies and procedures issued by the Department of Budget and Management-FMIS Project and the General Accounting Division.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least one year accounting experience using the State of Maryland's FMIS, R@STARS and ADPICS.

Experience in the State of Maryland's fiscal year-end closing as it relates to expenditure accruals and liquidations; and accounting, administrative policies, systems and procedures, with regard to invoice processing in the FMIS and ADPICS systems.

Experience in DHR/State of Maryland's accounting and administrative procedures affecting the processing of accounts receivable in the FMIS system.

Experience in DHR/State of Maryland's working fund processing and automated working fund systems.

Working knowledge of the State of Maryland's travel regulations.

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the Maryland Department of Human Resources, Office of Budget and Finance only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
