Main Purpose of Job

This position designs, delivers, coordinates, evaluates employee development training programs and other specialized training including addressing leadership, management and organizational development needs of the Department of Human Resources (DHR). The incumbent in this position plans and implements the Department's training programs.

POSITION DUTIES

Prepares and delivers training outlines, lesson plans and course curriculum for presentation; provides high quality, highly participant rated Staff Development and Training workshops, seminars and presentations statewide; presents training workshops; recommends and develops new or updates of courses based on needs assessments, legislative changes, new technology, etc.; motivates staff to improve quality and quantity of work performed; provides training and development opportunities as appropriate; serves on various committees and work groups; provides consultation to others in the areas of needs assessment, design, delivery, and evaluation of training programs to ensure the provision of high quality training programs within the Department; and maintains/updates training databases for automated training registration and attendance programs.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

 One year experience as a Trainer (delivering/facilitating training programs) as a primary job function.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Computer skills - experience or knowledge of the following: Learning Management System (LMS); uses on online registration system; Microsoft Office (Powerpoint, Word, Excel), Adobe Captivate and/or Articulate.

Experience being responsible for engaging in the full instructional design, development cycle and uses technology-based tools to improve the instructional integrity of training materials.

Ability to use presentation tools, conduct face-to-face and/or online training sessions and modify training as needed to meet the needs of the audience.

Excellent inter-personal, oral and written communication.

Excellent facilitation, presentation and listening skills.

Strong time management, priority setting and problem-solving skills.

Strong organization skills.

Strong facilitation skills.

Ability to work independently as well as a part of a team environment.

Ability to prioritize and multi-task effectively.

Ability to interact well with all levels of an organization.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
