Main Purpose of Job
This position will serve as a second line managerial level administrative staff position and will be responsible for work related to the implementation and administration of Departmental/Division policy. This position will function as a special assistant to the Division Commander and will perform duties as assigned by the Commander such as Legislative and COMAR reviews, Unique Vehicle Reviews and other Special Projects. This Position will be responsible for the implementation and interpretation of Departmental/Division policies, directives and procedures in support of the Department/Division's mission. This position will conduct research and compile information as directed by the Commander and will make recommendations to assist the Commander in support of making executive level decisions such as proposed amendments to law and/or methods of doing business. This position will further be responsible for overseeing and coordinating civilian recruitment, reviewing and preparing requests for the reclassifications of civilian positions, the accuracy of Division Personnel's Descriptions (MS-22), the integrity of the PEP program and all other civilian related matters.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1) Minimum of one year experience in the recruiting or hiring of employees
2) Minimum of one year experience providing training to new or current employees
3) Experience writing and implementing policies, directives or procedures
4) Experience working at the municipal, county, state or federal level of government

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SELECTION PROCESS
The selection for this process will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category. The list will be used by the hiring manager to select the individual fill the vacancy.
BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
