This is a position specific recruitment for the Department of Natural Resources, Fisheries Service.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

LOCATION OF POSITION

Annapolis, MD (Anne Arundel County)

Main Purpose of Job

The Department of Natural Resources, Fisheries Service in Annapolis, Maryland is currently accepting applications for a part-time Administrator I. This position will be responsible for assisting in the development, preparation, adoption and implementation of statewide fisheries regulations, legislation and policy as well as the administration of the statewide Fisheries penalty system. The duties include assisting in writing and researching regulations and legislation and administering the fishing license penalty systems.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding the qualification(s).

One (1) year of professional work experience must have involved writing or analyzing regulations and/or legislation is required.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Nine (9) credits in biology, fisheries management, environmental policy, or law-related fields is preferred.
A graduate level degree in environmental policy, environmental law, biology, fisheries management, or a related science field is preferred.
Fisheries Management experience is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process. You will be required to complete a supplemental questionnaire. The examination will consist of a rating of your education, training, and experience related to the requirements of this position. The rating will be based on the information provided on your application. Therefore, it is important that you provide all the experience and education that is related to this position completely and accurately.  Qualified applicants will remain on the certified list for one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
