Main Purpose of Job

The Central Services Division (CSD) is the unit within the Maryland Department of Health and Mental Hygiene (DHMH) that plans, coordinates, organizes, directs and controls a variety of centralized services. The CSD is committed to providing quality operational and support services to the employees of the Department of Health and Mental Hygiene (DHMH).  CSD manages Building Services, Central Warehouse, Fleet Management, Forms Management, Inventory Control, Life Safety, and Telecommunications.  The Division also administers special projects for the Department such as the convenience copier service, modular furniture installations, office renovations, onsite storage of records, forms and printed material, oversees the parking permit program, shredding of sensitive material, compliance and the reporting of the State recycling program, space planning, and State and private leasing of office space.  CSD also acts as the liaison between the Department and other State agencies for these related services.

The main purpose of this position is to assist the Chief of Central Services in planning, directing and overseeing the operations of the Central Services Division in the Department of Health and Mental Hygiene (DHMH). The Central Services Division provides logistical and operational functions for all department programs. Many of these functions require interaction with the DHMH senior staff and with other State Departments. Responsibilities extend to DHMH central and satellite offices, DHMH hospital facilities and 17 local health departments. The duties and responsibilities of the position requires the employee to manage the day to day operations of the Central Services Division. This requires the formulation of plans to facilitate goods and services to various programs within DHMH. Job duties will include: renovation of office space; responses to concerns from the work site; requests from outside contractors; and, concerns regarding the buildings, vehicles or employees of DHMH. MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience should be in an office environment with a logistical background (i.e., facility maintenance/oversight)  Please note that this is not a general administrative position.  This is a management level position responsible for strategic planning and daily operations of a wide array of services and processes that support the core business of the Maryland Department of Health and Mental Hygiene.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have knowledge in building codes such as American Disabilities Act, Maryland Occupational Safety and Health, and possibly National Fire Protection.  Administrative or professional work experience should involve planning, coordinating, organizing, directing and controlling a variety of centralized services in an office environment within a large organization

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
