The Maryland Department of Commerce is seeking qualified applicants for the position of Regulation Analyst within the Office of Policy and Government Affairs.

Main Purpose of Job

The primary responsibility is to support the new Advisory Council on the Impact of Regulations on Small Businesses (Council). This position will staff the Council and make recommendations regarding the impact of regulations on small businesses. The candidate will have an understanding of the issues small business often encounter, experience working under pressure, and the ability to provide a quick and thorough analysis on a wide variety of subjects.

POSITION DUTIES

Incumbent will review and analyze approximately 400 proposed regulations (annually); create a timely process for educating the Council on proposed regulations; provide guidance and make recommendations to the Council on whether a proposed regulation poses a significant small business impact; compare proposed regulations with federal law to assist the Council with determining whether a regulation is more stringent than a corresponding federal law or regulation and identifying alternative standards.

Other duties include developing guidelines to assist State agencies in analyzing and estimating the impact of regulations on small businesses; collaborating with subject matter experts at promulgating State agencies; consulting with the Joint Committee on Administrative, Executive, and Legislative Review (AELR) and Department of Legislative Services (DLS) regarding any significant small business impacts identified;  drafting and submitting written statement of the Councils findings; consulting with and training, as necessary, staff of State agencies that promulgate regulations; make presentations at Council meetings; and testifying before the Maryland General Assembly.

The selected employee will possess strong analytical, written and oral communications skills; the ability to handle high priority tasks and work independently and as a team member.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in public policy, economics, or business administration.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Candidates must possess basic familiarity with state government agency structure, the State regulatory process and issues that impact Maryland small businesses.

DESIRED OR PREFERRED QUALIFICATIONS

Administrative staff or professional experience preferably in policy analysis, legislation, economics, or law are highly preferred.  

Law degree is preferred.

Proficiency with Microsoft Word, Excel, Access, Internet, Google Mail, or other relevant software. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
