Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for an Administrative Officer I position within the Office of Labor Market Analysis and Information (LMAI) - Occupational Employment Statistics (OES) Unit.  The resulting eligible list will be used to fill this position or function only.  Persons interested in future positions will need to reapply.This recruitment is limited to current permanent and contractual employees of the State of Maryland.

Main Purpose of Job

This is a fully proficient Administrative position in the Occupational Employment Statistics Program (OES), a cooperative Federal/State Program within the Office of Labor Market Analysis and Information. The purpose of this position is to provide Administrative support for assigned Metro Statistical Areas (MSA) areas and collect, edit and finalize data that support written and/or Internet Web Page Publication.

POSITION DUTIES

• Code schedules as necessary, complete preliminary coding done by support staff using all coding tools available.

• Review, edit and analyze schedules and completed survey data.  Review and analyze area of assignment for response, identify weak response areas to achieve required response rate.

• Research and respond to questions from BLS or supervisor for areas of responsibility.

• Produce monthly reports based on areas of responsibility – identify problem areas and suggest/initiate viable solutions.

• Complete regular edits for areas of responsibility weekly.

• Perform pre-survey activities for areas of assignment.

• Attend training sessions as provided by BLS and in-house training when available.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and experience with the Bureau of Labor Statistics

Six (6) months experience in data analysis, data interpretation, data collection and entering data in computerized systems

This recruitment is limited to current permanent and contractual employees of the State of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

SELECTION PROCESS

Applicants must provide sufficient information on the application to show they meet the qualifications for this recruitment.  All information concerning the qualifications, including any required documentation (diploma, transcript, certificate, etc.) must be submitted and received by the closing date. Information submitted after this date will not be considered. Successful applicants will be placed on a certified list categorized as Best Qualified, Better Qualified or Qualified. The certified list will be used by DLLR for a period of one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
