This is a position specific recruitment in which the Maryland Department of the Environment/Water Management Administration is hiring a Administrative Officer I. This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within the classification must re-apply.

Main Purpose of Job

The main purpose of this position is to provide administrative and technical support regarding the Boards’ review training programs and assist license and certificate holders through the approval process regarding Maryland's Waterworks and Waste Systems Operators. The incumbent will also provide administrative support to include preparation of Board minutes, agendas, and updates on examination results. The incumbent of this position will be responsible for developing fact sheets, updating application forms as needed, and respond to verbal and written requests for information regarding examinations.  In addition, prepares, develop tracking and administrative tools such as procedural manuals, statistical reports, flow charts, and reports that chronicle certification activities.              

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments

REVENUE MANAGEMENT: This position uses the Department's Revenue Management System that  to process payments received. Prepares daily cash receipts reports and monthly reconciliation reports, drafts requests for refunds.  Makes recommendations to Board staff when negotiating contract terms with vendors and testing services; ensures that invoices from vendors are processed promptly and reviews any discrepancies with Board staff. 

  • TRAINING: This position assists with preliminary review of each application for training approval to identify any additional information needed from the applicant, ensures additional information is received and that a complete application is available for review by the Board’s Training Review and Evaluation (TRE) Committee.  This position makes certain that each individual who submits an application for a training program is sent a letter after the Board takes action on the application.  
  • EXAMINATIONS:  This position may assist with proctoring the Board’s examinations.  This position develops fact sheets, updates application forms as needed, and responds to verbal and written requests for information regarding examinations.   
  • STATISTICS AND TRACKING:  This position prepares and develops tracking and administrative tools such as procedural manuals, statistical reports, flow charts, and reports that chronicle certification activities.            
  • ADMINISTRATIVE SUPPORT FOR BOARD MEETINGS:  This position assists in the evaluation of requests and preparation of background information for the Board’s review.  This position provides administrative support for Board meetings including preparation of Board minutes, agendas, and updates on examination results.  This position enters data into the Board’s database and prepares reports about, and analysis of, Board activities using the database.  
  • LICENSE ISSUANCE AND RENEWAL:  This position provides support for the occupational licensing board that has more than 8000 active licenses and certificate holders.  Board staff issue and renew licenses and certificates in a manner that is, timely accurate and consistent with the requirements of the pertinent laws, regulations and policies and procedures.  This position assists with review and processing of applications for licenses and certificates.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: 

  • Experience in Microsoft Word, Excel and Access or similar databases; 
  • Good organizational, multi-tasking and problem solving skills; 
  • Strong attention to detail; 
  • Experience taking meeting minutes; 
  • Excellent oral and written communication skills; 
  • Knowledge of wastewater and/or drinking water plant operation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
