Wicomico County Department of Social Services is located in Salisbury, MD, approximately 115 miles from Baltimore, MD.

Main Purpose of Job

To serve as the Assistant Director of the Wicomico County Department of Social Services, Child Support Division. This position directs and monitors all local child support activities; develops networking with the Family Investment and Child & Adult Welfare Units to support and reinforce the independence and family self sufficiency goals.

POSITION DUTIES

Administers local Child Support Services and initiatives consistent with State and Federal regulations.

Represents the local Department of Social Services at State and interagency meetings, committees, and taskforces.

Interprets Child Support programs and policies to the general public, agencies and elected officials.

Participates in the strategic planning process.

Develops local policy and procedures needed to obtain program goals and provide excellent customer service.

Reviews and interprets local, State and federal reports and literature.

Maintains records, data and other information necessary for quality control, audits, budget monitoring and employee evaluations.

Advises the local Department of Social Services Director of changes in policy and recommends an appropriate plan of action.

Supervises, directs and evaluates two Child Support Supervisors and an Office Clerk/Receptionist.

Works directly with the Finance Officer of the local department in developing and monitoring an annual budget of approximately $1,798,000.

Develops and implements a plan to appropriately utilize all State and federal incentive dollars.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. Word, Excel, Access, etc.) used in each of the positions you held.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Previous experience serving in a management or supervisory role in a Child Support Enforcement Office within a Maryland Department of Social Services.
