Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control monitoring, and treatment of infectious diseases and environmental health hazards. The Center of HIV Care Services is the service unit of the Administration, providing essential programs and services for people affected by HIV disease and helping impacted persons live longer, healthier lives. Major Service programs of the Center include the Ryan White Part B (Adult) and D (Pediatric and Youth) programs, the Housing Opportunities for People with AIDS (HOPWA) Program, the Minority AIDS Initiative (MAI) Program and statewide patient service programs, notably, rural seropositive clinics, and the projects to reduce perinatal transmission of HIV. This is a professional-level consultation and management position. This position serves statewide as the consultant to local health departments in rural communities, institutions and other agencies regarding the care of HIV seropositive individuals and management of needs of people living with HIV via contracts, unified grant awards and memoranda of understanding. The position is responsible for program development, administration, management and monitoring, as well as providing consultation and technical assistance to Local Health Departments in the Eastern and Southern Jurisdictions of the State. The position is responsible for disbursement, managing and monitoring compliance of programming that totals $1,800,000 in HRSA and State funding.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and two years of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have training in grants management and program compliance monitoring. The desired candidate will have knowledge of HIV Outreach service models and be able to demonstrate knowledge of the needs of the people who are living with HIV/AIDS.  This position is responsible for managing a complex database and requires knowledge and experience with compliance monitoring and reporting for federally funded programs.
