POSITION DUTIES

The Office of Administration and Finance is currently recruiting for an Administrative Officer II to serve as a Capital Grants Administrator in the Annapolis Office.

This position acts as the administrative arm of the Board of Public Works and is the sole point of contact within the Office of the Comptroller for the statewide financial management of the Maryland Consolidated Capital Bond Loan and Miscellaneous Bond Bills under the control of the Board of Public Works. The position performs accounting functions to manage and maintain the fiscal records for approximately 300 capital project loans with authorizations totaling approximately $700 million. Responsibilities include the control of expenditures in capital projects to non-profit community organizations, local governments, hospitals, museums, and detention centers.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

  1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
  2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with R*STARS
  • Experience with Microsoft Word, Excel and Access
  • Excellent oral and written communication skills

This recruitment is limited to current State of Maryland employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience. Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
