Introduction

The Department of Labor, Licensing and Regulation (DLLR), Office of Information Technology (OIT), is seeking a qualified candidate for an IT Programmer Analyst II. This recruitment is open to current permanent and contractual employees within that unit only.

Main Purpose of Job

The main purpose of this job is to provide dedicated programming, functional analyses, program software development, enhancements/modifications, analytical services and testing services to OIT in support of the Division of Occupational & Professional Licensing's (O&P) E-Licensing System (ELS) and backend systems. The ELS is the web based licensing system that provides for O&P's occupational, and professional licensing services via the Internet. The backend system is maintained on an IBM i system running i5/OS and DB2 database.

POSITION DUTIES

Analysis and Design – Interpret, understand, and document end-user requirements in order to provide a complete scope of work that includes time frame estimates.   

Database Design & Coding – Make the necessary programming or reporting changes/additions based on document requirements.   

Knowledge in coding in RPGLE & CLP.  

Knowledge in i5/OS Operating System (AS/400)  

Testing & Quality Control – Test all coding changes to ensure their accuracy and impact with both IT supervisor and end-users.

Testing & Quality Control – Test all coding changes to ensure their accuracy and impact with both IT supervisor and end-users.  

Implementation – Follow procedures to move necessary program(s), reports(s), table(s), etc. from the test environment to production.   

Research –  Explore new or updated existing IT technologies that would benefit IT staff in producing more efficient code or techniques.  

System Maintenance – Install Program Temporary Fixes (PTFs) to the AS/400 operating system.   The position would devote 100% of programming / analysis work effort to O&P's mission critical E-Licensing system.   The position is critical in providing uninterrupted programming and analysis support for O&P's continued obligation to its 21 Boards and Commissions.  

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

 Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

 Notes:

 1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

 2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

This recruitment is open to current permanent and contractual employees within the Department of Labor, Licensing and Regulation's Office of Information Technology.

DESIRED OR PREFERRED QUALIFICATIONS

A minimum of at least eight years of hands-on experience in software development programming with at least five (5) years in IT systems analysis and programming with significant experience in designing.

Minimum specific experience of at least three (3) or more years of experience in structured analysis and design, RPG (Report Program Generator) ILE (Integrated Language Environment) programming, DB2 database, SQL, OS400 Operating System, iSeries Security.  

Skill Set Experience:  Recent hands-on experience using the above specialized experience within the last three (3) years.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
