Main Purpose of Job

The IT Project Manager is responsible for managing the successful execution of all aspects of IT projects throughout the SDLC (system development project lifecycle) including initiation, concept development, planning, requirements analysis, development, testing, implementation, operations and maintenance, and disposition. The Project Manager must effectively balance and influence the competing project constraints of scope, quality, schedule, budget, resources, and risks.

By providing oversight for a broad range of software development and IT infrastructure projects, the IT Project Manager will enhance and integrate business processes with supporting technologies to maximize operational efficiencies and service delivery. This role requires close collaboration with cross-functional business and IT teams to link project initiatives to the organization's strategic goals and ensure smooth project execution. The ideal candidate will demonstrate a strong customer focus and the ability to deliver effective technology solutions that also delight customers

POSITION DUTIES

  • Act as a liaison among   IT team members,  internal and external business customers and  end users, government partners, third party vendors & WCC executive management  to determine IT projects’ objectives, requirements, scope, risk and  to document and  maintain project plans, schedules, risk logs and resource needs/availability 
  • Coordinate the efforts of cross functional project team members including software developers, QA team,  technical support staff, business systems analysts, end users, business sponsors and third-party vendors to deliver IT projects according to plan using established standards and best practices 
  • Manage day-to-day activities associated with assigned project portfolio including status reporting, communications, procurement management, deliverables tracking and change management         
  • Develop and conduct  post-implementation reviews as well as planning and managing  process improvement  and disposition phase activities

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.  

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.  

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.  

3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

The following is a required qualification. Candidates MUST possess the following: 

  • Three years of experience in analysis, planning, design, development, documentation/reporting, implementation and leading  IT projects to deliver web applications using  Windows 2008 R2 + (IIS7.5+) using Microsoft  Visual Studio 2010 and .NET Framework 4.x or newer with  C#,   ASP.NET, and/or MVC, WebAPI, jQuery, Ajax, Angular JS, SQL Server 2008+, Microsoft Office Project 2010 or newer, Microsoft Office Visio 2010 or newer, Visual Source Safe or Team Foundation   

DESIRED OR PREFERRED QUALIFICATIONS

  • Strong understanding of the system development life cycle (SDLC) , project management body of knowledge (PMBOK), Information Technology Infrastructure Library  (ITIL), , DevOps or similar methodologies, frameworks and best practices for  software development  project s and  IT service delivery 
  • Experience leading IT projects that involved business process reengineering, organizational change, and multiple large scale technology components 
  • Excellent communication and presentation skills including ability to interact effectively with various levels within the organization and  experience engaging and working with vendors/partners to effectively deliver projects 
  • Experience planning, designing, and  transforming legacy  systems to implement  modern enterprise content management (ECM),  case management, secure web based business systems 
  • Working knowledge of information security standards and  best practices, VMware vSphere Enterprise virtualized  computing,  on-premise,  hybrid and cloud  architecture designs

SPECIAL REQUIREMENTS

  • Employee may be required to be on-call or occasionally or asked to work outside of normal work hours or on weekends for production emergencies as well as planned system upgrades and therefore  required to provide the agency with a telephone number or other mutually agreeable contact method where the employee can be reached. 
  • Employee may be required to drive to Agency Regional Site locations and must have a valid MD Driver's License.
