Main Purpose of Job
POSITION DUTIES
- Reviews and analyzes the budget development input letters from the agencies within the Department, noting omissions, inconsistencies, and revisions which may be required.
- Makes recommendations to the Chief and Deputy Chief Financial Officer's concerning items warranting further consideration for over the target requests, enhancements and/or deficiency appropriation requests and any other items (such as new construction), which may have a significant impact on the level of funding required for the Department.
- Oversees the professional development and technical Budget training for all fiscal staff within the Department.
- Provides instruction, guidance and assistance to the Fiscal Officers and/or Agency Heads (or designees) that are responsible for input to/or the preparation of the agencies' budget requests.
- Oversees the approval of Managing for Results (MFR) documents containing operating budget data to ensure that documents are uniform, technically correct, consistent and reasonably justified.
- Ensures the timely submission of the budget request forms to DBM and submits the information in the state's mainframe budget application system to DBM.
- Responsible for establishment and maintenance of both the appropriation and position control for the Department, to the object level by program and fund for each agency in the Department.
- Provides direct oversight and management of the budget and fiscal operations for the Information Technology and Communications Division (ITCD), Police Correctional Training Commission (PCTC), Division of Parole and Probation (DPP), Intelligence and Investigative Division (IID), Inmate Grievance Office (IGO), and Maryland Commission of Correctional Standards (MCCS).
MINIMUM QUALIFICATIONS
Education:
A Bachelor's degree from an accredited college or university in economics, finance, public administration, accounting or Business Management.
Experience:
Five (5) years of progressive experience in budgeting,accounting or auditing, including one (1) year in Senior Management experience responsible for budget management.
DESIRED OR PREFERRED QUALIFICATIONS
Possession of Master's Degree.
Knowledge and experience in the State of Maryland's budget cycle with particular emphasis on utilizing the State's accounting system (R*Stars), procurement system (ADPIC), and budget system (HOBO).
Knowledge of accounting data with the budget management and the methods used to manage/control an agency's budget.
Ability to gather, assemble, consolidate and analyze complex budget data, drawing conclusions and devising solutions to problems.
