Main Purpose of Job

This position is assigned to the Division of Cost Allocation and Revenue Management within the Office of Budget and Finance. The primary purpose of the position is to monitor and report grant financial activity for the Department's federal grants as assigned.

POSITION DUTIES

Assigns grants, maintain up-to-date records for grant awards, expenditures and attainment, reconcile actual expenditures, reported expenditures and cash attainment; prepares federal financial reports regarding grant expenditures and program income based on cost allocation results, attainment and reporting requirements; meets with program staff to review grant obligation, liquidation periods, reporting requirements, grant activity, as well as over, and under spending; posts all Department’s federal transactions to the Federal Receipts and Disbursement Ledgers (grant accounting system) monthly, and reconcile to control reports from the statewide accounting system Relational Statewide Accounting and Reporting System  (R*STARS); maintains the ledger database to ensure data is accounted for properly and accessible, retrievable for multitude of projects – internal, financial, analytical management reports; prepares quarterly reimbursements to local departments that expend funds in the category of Non-State Budgeted (NSB) based on R*STARS reports for federal funds claimed and attained; collects, analyzes and summarizes monthly data from local department 302-A reports, Report of Assistance Expenditures and Source of Funds to properly claim federal reimbursement for prior quarter adjustments; and recommends system improvements, manual and automated processes.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

 2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:  

  • Knowledge of generally accepted accounting principles and auditing standards.  
  • Knowledge of commercial accounting systems and related to State or federal charges and reporting requirements. 
  • Skill in preparing, analyzing and interpreting financial reports and statements. 
  • Skill in interpreting and applying State and federal laws, policies, regulations and rules to agency accounting operations.  
  • Skills in using computerized fiscal applications and software to include spreadsheet software and data base applications.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
