Main Purpose of Job
The incumbent will promote excellence in government contracting by reviewing, analyzing and approving the content and format of procurement submissions to ensure compliance with State procurement and contract laws. The incumbent will provide guidance, direction and instruction to personnel of State agencies concerning procurements and the proper preparation and submission of procurement documents. This position also conducts Statewide and Department procurements.
MINIMUM QUALIFICATIONS
Procurement Analyst I
Education: A bachelor’s degree from an accredited college or university.
Experience: Two years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.
Notes:
1. Additional experience as defined above may be substituted on a year for year basis for the required education.
2. A Doctorate of Jurisprudence (JD) or a Master’s degree in Business Administration may substitute for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management field of work on a year-for-year basis for the required experience and education.
Procurement Analyst II
DESIRED OR PREFERRED QUALIFICATIONS

A Juris Doctor (J.D.) law degree and admittance to the Bar

Master's degree in Business (MBA) or closely related field

Two or more years of experience conducting Best Value procurements for a State, Federal or local government employer that individually value $1 million or cumulative value exceeds $5 million

Three or more years of experience conducting Best Value procurements for a government or private sector employer that individually value in excess of $250,000 or cumulative value exceeds $1 million
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
