Main Purpose of Job

The position is responsible for the direction and management of the Recruitment and Selection Division for the field and headquarter units of the Department of Health and Mental Hygiene (DHMH). This includes all phases of the professional and skilled service positions/recruitments, as well as, management service, and special appointment positions (at-will) eligibility and selection process. This position initiates/authorizes recruitment activities, drafts and approves advertising, announcements, web postings, PSP's, etc., requested by field and/or unit personnel officers or hiring managers DHMH-wide. This position will also provide policy guidance and panel interview training. Represents DHMH as subject matter expert regarding workforce and recruitment issues. Oversees system administration for JobAps (online applicant tracking system). Established standards and guidelines for meeting minimum qualification requirements per job specifications.

MINIMUM QUALIFICATIONS

Education: possession of a Bachelor's degree from an accredited college and/or university.

Experience: Four years of Human Resources Management (HRM) experience, to include one year of experience with an online applicant tracking system.

Note: You may substitute additional HR Management experience on a year for year basis up to four years of the required education.

Applicants certified to list will receive eligibility for a period of one (1) year. Eligibility may be extended beyond one (1) year period.
