Main Purpose of Job

This is a professional position responsible for providing leadership coordination and technical assistance to Local School Systems (LSS), postsecondary institutions, employers and other agencies in implementing Career and Technology Education (CTE) initiatives that are guided by MSDE’s Career Cluster Framework (CCF) and the Maryland Career Development Framework (MCDF).

POSITION DUTIES

Provides leadership, coordination, and technical assistance to Local School Systems (LSS), postsecondary institutions, employers and other agencies on overseeing the development, implementation, and improvement of the Career Research and Development CTE Program of Study; assists with the implementation of Maryland’s Youth Apprenticeship initiative; supports Work-based Learning and Family and Consumer Sciences (FACS) supervisors; assists with the implementation of financial literacy education, Maryland’s 10 Career Clusters and other Departmental and Division initiatives related to the CCF and MCDF; participates in and contributes to the on-going development and improvement of CTE programs of study; develops plans to improve CTE program quality and capacity.

MINIMUM QUALIFICATIONS

EDUCATION: Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Educational Administration/Supervision, Guidance and Counseling, Sociology, Public Policy, Political Science, or a related field, or in any field directly related to Career Technology Education.  

EXPERIENCE: Four (4) years of professional administrative or teaching experience in or affiliated with an education program.  Experience in coordinating or administering and education program or service directly related to the position.  Administrative experience in an area related to career and technology education or a related field is preferred.  

NOTE:  Two years of additional experience as defined above may be substituted for the Master’s Degree.

SELECTIVE QUALIFICATIONS

Knowledge of State and federal laws, regulations, policies and issues affecting, Career and Technology Education programs, Career Development (including Work-based Learning), Youth Apprenticeship, and Financial Literacy; skill in responding to problems and inquiries from school personnel, community colleges, business and industry and community based organizations; ability to interpret and apply laws and regulations governing career and technology education; ability to handle multiple tasks including developing budgets and managing grants; ability to establish and maintain harmonious working relationships with internal and external customers; ability to communicate clearly and effectively both orally and in writing through the presentation of concise yet comprehensive trainings, analyses and reports.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
