Main Purpose of Job

The main purpose of this position is to serve as technical specialist providing direct consultation, advice, and technical assistance to agencies operating the child nutrition programs (CNPs) administered by MSDE's Office of School and Community Nutrition Programs (OSCNP) in alignment with the OSCNP and department's strategic plan; ensuring excellence, efficiency, and equity. Programs include: Child and Adult Care Food Program, Summer Food Service Program, MD Meals for Achievement, Special Milk Program, School Breakfast and National School Lunch Programs including the Fresh Fruit and Vegetable and Farm to School components. Incumbent implements agencies initiatives to advance program objectives in order to optimize student nutritional well-being, overall wellness, and achievement and increase the effectiveness of the programs for students, early childhood, and adults. Ensures programs meet or exceed State and federal standards.

POSITION DUTIES

Administers and serves as Program Specialist for Child Nutrition Programs (CNPs) such as Child and Adult Care Food Program (CACFP), Summer Food Service Program (SFSP), Special Milk Program (SMP) and National School Breakfast and School Lunch Programs (NSBP/SLP); interprets new and current laws, regulations and guidelines and facilitates their implementation, compliance and understanding; develops and communicates policies, procedures and other pertinent information to agencies, program staff and others as appropriate; initiates development, revision and distribution of School and Community Nutrition Programs’ Annual Memo Series and other guidance and resources; provide Program information, outreach, training, and technical assistance to current and prospective agencies, the general public, legislators, independent auditors, and partnering organizations.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Health Science, Food Service Administration, Consumer Science, Dietetics, Nutrition, Public Health, Public/Business Administration or a related area.

EXPERIENCE: Three years of professional experience in nutrition program administration, coordination or management, or a related area.

NOTE: Two years of additional experience as defined above may be substituted for the Master’s degree.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in Child Nutrition Programs or teaching consumer sciences is preferred. Registered Dietitian is desirable.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
