Main Purpose of Job

The Deputy Director provides legislative and regulatory drafting, review and research expertise to the Secretary, Deputy Secretary for Programs, Deputy Secretary for Operations, Director of Government Affairs and other Departmetn of Human Resources and Local Department of Social Services management staff. This includes researchin and responding to queries regarding legislative and regulatory history and overseeing the timely submission of all reports mandated by the Maryland General Assembly. This position also oversees the work and supervisors Regulations Coordinator. Ensures that the administration of the regulations process is timely, thorough and legally adqueate and involves interaction with the Division of State Documents and Joint Committee on Administrative, Executive and Legislative Review. This position is also responsible for providing annual training and technical assistance throughout the year inthe drafting of regulations.

MINIMUM QUALIFICATIONS

Education: A Master's degree from an accredited college or university.

Experience:  Five years of experience in legislative and/or regulatory affairs with State or federal government.  One year of the experience must have involved the supervision of other employees or overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Strong writing and editing skills; Proficient in Microsoft Office; Experience researching and compiling data;
  • Experience monitoring and reporting related to the legislative review process;
  • Experience drafting amendments to Maryland regulations in accordance with the Administrative Procedure Act;
  •  Experience assisting program staff in the implementation of changes to State and federal laws, regulations and policies;
  • Experience preparing and drafting research papers on special projects; and ability to correspond with internal staff as well as external stakeholders, including but not limited to legislators, advocates and legislative committees and adapt positively to unexpected new projects, deadlines and required follow-up actions.
