This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

This Program Manager II position is an Assistant Director in the CJIS Central Repository. Major functions of this position include assisting the CJIS director in managing a fast paced service delivery, improving programs and planning, aligning and integrating business processes and available resources to provide legally mandated and requested services. This position requires extensive leadership and managerial experience. The position will directly oversee several large operational areas listed: Division wide Quality Assurance Program, Arrest and Disposition Record Recovery Unit, statewide Customer Service Call Center, statewide CJIS Audit program, Storefront Fingerprint collection sites, Expungements, and/or the Statewide Private Provider network. 

POSITION DUTIES

  • Provide strong leadership and management to all critical CJIS operational areas to ensure overall compliance.
  • Ensure high quality customer service is being delivered by all Criminal Justice Information System (CJIS) central repository services.
  • Implement programs that enhance Maryland's overall RAP sheet record completion rate.
  • Ensures the statewide CJIS Audit program is effectively operational and in line with State and Federal requirements and policies.
  • Directly responsible for the design, audit and evaluation of CJIS programs and contracts.
  • Administration oversight of grants that enhance CJIS program goals and enforce standards for data utilization, maintenance and dissemination of Criminal History records.
  • Manages resources in an effective and efficient manner to ensure that the CJIS Central Repository is in line with all state and Federal level requirements.
  • Supervise section staff in accordance with COMAR and departmental policies and procedures, to include the PEP (Performance Evaluation) process.
  • Responsible for oversight of 24/7 essential staff operations as needed.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor's degree from an accredited four year college or university.

Experience:  Five years of experience in a leadership/management position.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Knowledge of State and Federal criminal justice information systems.
  2. Experience overseeing a 24/7 essential staff operation.
  3. Skills supervising a State wide audit program, customer call center or quality assurance program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Applicants for this position will be subject to a complete criminal background investigation and polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the application.

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
