Main Purpose of Job

The mission of the Prevention and Health Promotion Administration is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations.

The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce sexually transmitted infections in Maryland. Preventing sexually transmitted infections (STIs) and their complications is essential for improving both sexual and reproductive health.

The Chief of the Center for STI Prevention (CSTIP) directs and coordinates all CSTIP activities to promote the unit's goal of reducing and preventing the transmission of STIs throughout Maryland. The position serves in a leadership role in the development of CSTIP goals, objectives, policies, procedures and standards and oversees implementation and evaluation. The position coordinates extensively with state-level HIV programs, including HIV Prevention, Ryan White HIV Care, and HIV Surveillance. The position coordinates extensively with local health departments (LHD) and partner agencies such as DHMH Family Health, DHMH State Laboratories Administration, DHMH Infectious Disease Epidemiology and Outbreak Bureau, MD Dept of Education, and MD Department of Public Safety and Corrections. This position organizes and supervises guidance to and coordination with private and public health care providers regarding STI prevention, control and surveillance. This position oversees STI/HIV Partner Services statewide. This position serves as the project manager for the DHMH/CDC STD Cooperative Agreement, and is responsible for related applications, communications, reports, and expenditure oversight. The position manages the personnel and financial resources of the program, including state and federal revenues, and monitors awards to local health departments and other state and regional agencies. This position oversees access to specialty medical clinical consultation for health care providers engaged in STI management and treatment. This position serves as the Maryland CDC STD Cooperative agreement full member to the National Coalition of STD Directors (NCSD).

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree and have at least four years experience related to public health program coordination and/or service delivery in a government system. Candidates must also possess at least two years of supervisory and management experience. The candidate should also be proficient in Microsoft Excel.

DESIRED OR PREFERRED QUALIFICATIONS

Desired experience includes experience demonstrating: supervisory and management experience including responsibility for developing operational plans; directing projects; meeting deadlines; allocating staff resources; and staff development, recruitment, and performance evaluation; excellent written and verbal communication skills; and four or more years of experience in the fields of HIV/STI/viral hepatitis prevention and treatment, population health, reproductive health, and/or sexual health.
