Department of Housing and Community Development Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Department of Housing and Community Development has an immediate opening for a Program Manager IV, Manager of Single Family Collections. This position with a staff of 13 oversees Maryland Department of Housing and Community Development's contract servicer performance in servicing, loss mitigation, and collections for the Department's $1.2 billion dollar Single Family Portfolio of loans. The Manager plans, coordinates, supervises, and evaluates the work of staff consisting of mortgage servicing personnel, loss mitigation analysts, legal liaisons, compliance and the Department's contract servicers. The Manager of Single Family Collections oversees supervision and evaluates risk for the Department's Single Family Loan Portfolio in the areas of customer service, delinquency reports, mortgage collections, loss mitigation alternatives, foreclosure sales, tax sales, lien notices, legal suits, bankruptcy suits, servicer compliance audits, along with reporting and statistics for all loan statuses. This position is responsible for management of personnel actions, develops short and long range goals, and other general administrative functions for Single Family Collections including oversight of expenditures on operating budgets. The Manager establishes policies and procedures for servicing the Single Family Portfolio, oversees implementation and approves revisions. Other duties include acting as liaison for outside agencies such as HUD counseling agencies, local & federal housing agencies, professional banking associations, and the Department's outreach events.

MINIMUM QUALIFICATIONS

Minimum Qualifications are REQUIRED. Please read carefully.

Education:    A bachelor’s degree from an accredited college or university.  

Experience:   Minimum 6 years of experience in the mortgage servicing industry in collections, loss mitigation, foreclosures, real estate owned and minimum 2 years management experience in any industry.  

Notes:        

1. Additional professional and job experience as defined above may be substituted for on a year-for- year basis for the required education.                                      

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff works that include the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-to-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Four years of management experience in the areas of banking, financial, legal or mortgage servicing.    
  • Four years experience in single family loan collections, loss mitigation, and foreclosure action for loan programs that included private mortgage insurance and government (FHA/VA/RHS) insured/guaranteed loans. 
  • Two years management experience with a State Housing Finance Authority in the single family mortgage servicing for loan collections, loss mitigation, and legal departments.
