POSITION DUTIES

This position directs the networkMaryland program within the Department of Information Technology. The incumbent is responsible for the cost effective operation and oversight of the State's wide area network (networkMaryland), relevant implementation and operations of the national public safety wireless broadband network (FirstNet), perimeter security infrastructure, and State's fiber optic and microwave backbones. The incumbent is responsible for developing, implementing and maintaining policies, procedures and standards as they relate to each area of responsibility; managing the engineering, implementation and operations; overseeing the actions of contractors, carriers and customers associated with each area of responsibility; and effectively managing and overseeing assigned resources. Serves as the subject matter expert and advisor to the State CIO and other executive branch agencies regarding statewide information technology infrastructure and support, and represents the department in official matters related to information management and technology, specifically in the areas of data communication telecommunication.

This is an at will position that serves at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor's degree in information technology, computer science, or business administration from an accredited four-year college or university.

Experience:  Ten (10) years of enterprise information technology experience

AND

Five (5) years of experience managing an enterprise wide area network. 

DESIRED OR PREFERRED QUALIFICATIONS

Five  (5) years of experience attracting, selecting and developing a technical team.

Two (2) years of experience managing multiple vendors in a primarily outsourced telecom environment.

Two (2) years of experience developing and managing operational expense budgets.

Candidate should possess at least two years of experience working with ServiceNow, or similar ITSM system, and possess a working knowledge of Incident Management, Problem Management, Change Control, Asset Management and Configuration Management.

Candidate should have the ability to manage multiple vendors in a primarily outsourced telecom environment.

Candidate should possess at least two years experience managing a wide area network with 24x7x365 availability requirements.

Candidate should possess a strong technical consulting/customer service background as well as excellent oral, written and presentation skills.

Candidate should possess the ability to handle operational issues effectively, understanding escalation, communication and crisis management.
