Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA) mission is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at risk and vulnerable populations. PHPA has over 475 employees in 5 bureaus.

This position serves as the Director of the Office of Budget and Management (OBM) in the Prevention and Health Promotion Administration. The position supervises the Chief Financial Officer and the Chief Operating Officer and oversees the work and activities of the OBM including the development and maintenance of the agency budget; internal policy and procedure development; personnel functions, trainings, and workforce development initiatives; and information systems. The position works in close coordination and collaboration with the Director, Deputy Director, and Bureau Directors to ensure the vision and the core mission of the agency guides the activities, programs and policies of the Bureaus.

MINIMUM QUALIFICATIONS

Requires a Bachelor’s degree and six years of health or human services administration or professional experience, three years at a supervisory or management level and at least three years of experience with the state budget, legislative, regulatory and procurement processes.

A related Masters degree will substitute for one year of general experience, a Doctorate for two years of general experience.  Additional experience will substitute year-for-year for the bachelor's degree. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have demonstrated experience with state systems such as FMIS, RSTARS, fee setting, and cost accounting. The successful application should have at least three years of management experience including repsonsibility for developing budgets, monitoring expenditures,and staff recruitment.
