POSITION DUTIES

Develops, implements, monitors and maintains IT project management and oversight policies, standards and processes such as: the system development life cycle; change, risk and issue management; quality of deliverable/milestones; documentation and status reporting; independent verification and validation; and resource management.

Conducts project assessments to assess project team performance, vendor performance, risk management, and resource utilization for conformance with applicable laws, rules, regulation, policies, procedures and project management plans. Develops status reports to communicate findings and recommendations.

Plan, coordinate and evaluate the execution of activities necessary to cost effectively utilize human, as well as technical, resources. Supervise, mentor and evaluate subordinates to ensure assigned tasks are completed on time and comply with established policies, procedures and standards.

Prepare specifications, Requests for Proposals (RFP), Task Order Request for Proposals (TORFP) and other documentation to solicit invitations for bids to support departmental requirements (primarily independent verification and validation), review and evaluate bid proposals, and manage vendors for contractual obligations.

Participate in short and long term planning processes through research, preparation of plans and discussion to address specific user needs, and goals and objectives. Prepare position papers through comprehensive research and analysis arriving at a logical, defendable conclusion/solution to information technology and telecommunication issues.

Manage the development and preparation of documents such as responses to requests from the Legislature, Major Information Technology Project Development Fund status, specific project assessments, request from other branches of State and Federal governments, and external requests for information that convey Maryland's position with respect to the utilization of IT in serving constituent needs.

Interface directly with senior leadership of the Department and other executive branch agencies to discuss and assess project performance and compliance with IT policies, standards and procedures, suggest opportunities for improvement, and report on the status of specific and Statewide compliance and strategic initiatives.

 Maintains knowledge of existing and developing applicable technologies and State and Federal procurement opportunities through seminars accredited institutions, publication and other means.

Plans, directs and administers all aspects of the IT Project Management Program and has a broad scope and major impact on the department's mission and operations. 

Establishes overall policies and procedures for the program.

Oversees implementation, evaluates effectiveness and approves major revisions. Oversees and manages the personnel and financial resources of the program and plans, coordinates, supervises and evaluates the work of subordinate managers. 

 

MINIMUM QUALIFICATIONS

EducationBachelor's degree from an accredited college or university in Computer Information Systems or other related information technology field.

Experience:  Five years of experience directing project implementation teams.

 

DESIRED OR PREFERRED QUALIFICATIONS

Experience in SAFe Lean-Agile project implementation.

Experience utilizing a nationally recognized program management methodology.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Must be certified as a Project Management Professional (PMP).
