Main Purpose of Job

This is a professional, Special Appointment, position responsible for designing, developing, testing, implementing, maintaining, and documenting existing customized commercial off the shelf applications systems and programs critical to the Maryland State Department of Education objectives.

POSITION DUTIES

Defines, identifies, analyzes data, and document requirements; develops detailed data and process models including inputs and outputs; develops, writes, tests process models  and programming source code for applications and completes all associated documentation; develops test and evaluate requirements that will be used to determine acceptable system performance; identifies potential risks and defines mitigating design features; performs security risk assessments; develops conversion plans to migrate current data to new systems; prepares detailed logic specifications for each software module; translates requirements and design into system components; tests individual elements (units) for usability; prepares for integration and testing of the IT system.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology-related field to include coursework in systems analysis and applications programming, high level computer programming languages, and developmental tools.  

Experience: One year of experience designing, developing, testing, implementing and maintaining application systems including web applications and programs using generally accepted computer program languages. Experience developing ASP.NET MVC 5 web applications using Visual Studio, Entity Framework, Client Frameworks, C# or VB.NET.  

Notes:

  1. Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology related field to include coursework in systems analysis and applications programming using third generation or other generally accepted computer programming languages may be substituted for the required experience.
  2. An additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages may be substituted for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of application development and documentation practices; skill in developing and maintaining change control and source code control practices for software applications and IT projects; ability to develop clear and concise documentation for requirements, risks and modifications; ability to communicate effectively with IT staff, managers and users.  Experience developing ASP.NET MVC 5 web applications using Visual Studio, Entity Framework, jQuery, Ajax, JSON, Javascript, HTML5, Bootstrap for MVC, C#, VB.NET, XML, and SQL.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
