Main Purpose of Job

The Maryland Health Care Commission (MHCC) is an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on the quality of health care services to policymakers, purchasers, providers, and the public.

The Commission is seeking a Program Manager for the Long Term Care Provider and Health Plan Quality Initiatives Division. This position will manage operational aspects of the health benefit plan performance initiative to include contract oversight and monitoring, interfacing with health plan representatives to communicate MHCC reporting requirements, monitoring plan performance, keeping abreast of developments in health plan quality metrics (e.g., HEDIS, CAHPS) , conducting analyses, and preparing issue briefs and short summary of findings for consumer and professional audiences. This position will also support long term care quality reporting activities on a limited basis and will report directly to the Chief, Provider and Health Plan Quality within the Center of Quality Measurement and Performance. The position requires quantitative analysis, writing, and oral presentation skills and the ability to work both independently and as a member of a team.

MINIMUM QUALIFICATIONS

Requires a Master's degree in Public Health, Health Care Administration, Public Policy, or closely related field and three years related experience.  A Bachelor's degree in Public Health, Health Care Administration, Public Policy or closely related field plus five (5) years related experience may be substituted for the Master's degree.  Demonstrated experience with MS Excel, SAS or other statistical package is preferred.

This is management service position.
