Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

The MIA’s Property & Casualty (P&C) Unit is recruiting for the position of Assistant Director in the Rates & Forms section.  The Assistant Director assists the Director of P & C Rates and Forms in the supervision of the Rates and Forms section of the Property and Casualty Unit, by reviewing rate and form filings assigned directly to the Assistant Director, as well as those assigned to P & C Rates and Forms Analysts; providing guidance to the analysts to assure timely and quality reviews and responses by the Rates & Forms section on all filings, projects and initiatives; participating in meetings on complaint files as needed; interacting with the insurance industry regarding filings, including attending and participating in meetings; reviewing legislation; drafting regulations and bulletins; and responding to Public Information Act requests.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Minimum 1 – 3 years technical experience in the development or review of Property & Casualty rate and form filings; and a minimum of 1 – 3 years supervisory experience. 

Note: Graduation from an accredited law school may be substituted for the technical experience and professional designation.

SELECTIVE QUALIFICATIONS

This position requires strong analytical and writing skills; and knowledge of and experience working with the Annotated Code of Maryland and COMAR.

DESIRED OR PREFERRED QUALIFICATIONS

* Chartered Property Casualty Underwriter (CPCU) or Associate In Claims (AIC) designation preferred.

* Knowledge of and experience working with System for Electronic Rate and Form Filing (SERFF) preferred.
