Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for 3 CONTRACTUAL Intermittent UI Specialist positions to work throughout the State of Maryland in our Claim Centers.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for six months. You will need to reapply for any future recruitment for this job classification.

LOCATION OF POSITION

These positions will be in the following Claim Center locations:

College Park Claim Center (Prince George's ) -2 positions 

Salisbury Claim Center (Wicomico County) 1- position

Main Purpose of Job

This position has various work hours from a part-time to full-time status based on the workload.   The work may also be for varying lengths of duration dependent upon the workload.  It may range from a few days, a week,  a few weeks to several months. Intermittent employment is limited to forty (40)  hours per week and must not exceed more than eighty (80) hours of employment during a biweekly period.

POSITION DUTIES

This position will conduct fact-finding interviews and obtain factual information from claimants, employers and others in order to determine entitlement to Unemployment Insurance benefits.

MINIMUM QUALIFICATIONS

One year of full-time employment, or its equivalent, rendering and/or determining eligibility for an Unemployment Insurance Program within DLLR

OR

One year of full-time employment, or its equivalent, in a public/or private agency rendering and/or determining eligibility for a Human Service Program

OR

Possession of a Bachelor’s degree from an accredited college or university

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

SELECTION PROCESS

Applicants must provide sufficient information on the application  to show they meet the qualifications for this recruitment.  RESUMES ARE NOT ACCEPTABLE AND NOT CONSIDERED IN THE SELECTION PROCESS.

All information concerning the qualifications, including any required documentation (diploma, transcript, certificate, etc.) must be submitted and received by the closing date. Information submitted after this date will not be considered.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

The certified list will be used by DLLR for a period of six months.

EXAMINATION PROCESS

BENEFITS

Due to the contractual nature of the position, the selected candidate will be paid only for hours worked.

This position has no state-paid benefits (i.e. sick leave, annual leave, personal leave, holidays, health insurance, etc.).

The person filling this position may purchase healthcare insurance at the state’s group rate.

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
