ERS ACCOUNTING ASSISTANT

Purpose

Under the direction of the Chief Financial Officer, the Accounting Assistant is responsible for a variety of transactional accounting, budgeting, and payroll duties for the Employes’ Retirement System (ERS).

Essential Functions

Accounting

·       

  • Process accounts payable for the ERS. 
  • Prepare and process purchase orders, payment vouchers, interdepartmental requisitions, and invoices through the City’s Financial Management Information Systems (FMIS).
  • Maintain electronic and filing systems records related to bills and purchases.
  • Review initial legitimacy and accuracy of bills and purchases.
  • Assist in auditing the departmental budget by monitoring commitments.
  • Review invoices against contracts for consistency.

 

Payroll

·

  • Use the City’s time entry system and Human Resources Management System (HRMS) to process payroll for the ERS, including review and approval of time, payroll register, certification, and other payroll reports.
  • Maintain a formalized manual recording system of payrolls.
  • Respond to requests from employees for assistance with the time entry system, personnel forms, payroll information, leave balances, FMLA, and other City Employee benefits and forms.

Administrative

·      

  • Monitor employee records with management; prepare timely submission of wage increases, SLCIP, and the identification of any personnel issues.
  • Prepare personnel changes paperwork for ERS staff.
  • Order office supplies and manage the office supplies inventory.
  • Provide clerical support for the Fiscal Services division of the ERS.

Minimum Requirements

1.    Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.

2.    Four years of progressively responsible clerical experience, including at least one year performing accounting functions and duties related to this position, such as processing payments.

 

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

· Knowledge of the City’s FMIS and HRMS applications.

Knowledge, Skills, Abilities & Other Characteristics

Technical

· Knowledge of basic accounting functions such as account balancing and reconciliation.

· Knowledge of accounts receivable processes.

· Knowledge of mathematics and the ability to make accurate calculations.

· Proficiency in using standard computer software and programs such as spreadsheet, word processing, and financial and database software.

 

Communication and Interpersonal

· Verbal communication skills to clearly convey information.

· Written communication skills to create business correspondence and reports.

· Ability to work well independently and function as part of a team.

· Ability to work cooperatively and effectively with employees, agencies, management, ERS actuaries, and other support personnel whose backgrounds may differ from one’s own.

Current Salary

The current starting salary (Pay Range 5GN) for City of Milwaukee residents is $54,951 annually, and the non-resident starting salary is $53,351. Appointment will be made in accordance with the City of Milwaukee Salary Ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.

NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
