Purpose

The Community Outreach Specialist creates, promotes, coordinates, and delivers effective and exciting ways of informing the public about Vision Zero City of Milwaukee projects.

Essential Functions

Community Outreach and Education:

  • Develop, identify, and deliver educational methods and materials that are culturally competent and appropriate for each target audience.
  • Coordinate Vision Zero educational activities; schedule and teach classes and complete evaluation surveys with participants.
  • Develop and implement protocols to receive and fulfill community requests concerning information, presentations, and participation at community events. Attend and present at community events, especially those that target low income and residents on or near the high injury network and their families.
  • Maintain an education calendar and documentation to monitor participation in community educational events.
  • Inform the public about the goals of Vision Zero, related street projects and traffic laws.
  • Empower the public and other stakeholders to be agents of change in their communities.
  • Stay informed of current or updated policies and standard practices regarding Vision Zero, multimodal safety and laws and ensure that educational materials are updated with relevant materials.

Community Relations

  • Cultivate community partners with a focus on those entities that either serve or are located in areas with the most serious crashes.
  • Actively seek opportunities for engaging stakeholders, such as schools, community centers, libraries, parenting programs and housing sites.
  • Assist in establishing diverse and non-traditional education locations and methods to strengthen and increase programmatic reach.
  • Recruit individuals and organizations into Vision Zero opportunities.
  • Work with the Marketing and Communications Officer to provide website and social media postings.

Conditions of Employment

The Community Outreach Specialist must be willing and able to do the following:

  • Lift and move items weighing up to 10 pounds occasionally and/or negligible amount of force constantly to move objects. 
  • Ability to work a flexible schedule including evenings and weekends.

Minimum Requirements

  1. Four years of professional experience in community outreach and education or a Bachelor’s degree in Community Engagement, Public Administration, Marketing or Communication from an accredited college or university.
  2. Ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, or driving.

Equivalent combinations of education and experience may also be considered.

  • Bilingual in Spanish or Hmong.

Technical

  • Ability to learn the principles of Vision Zero and traffic safety and become proficient in the subject matter.
  • Knowledge of media resources for community action and service programs.
  • Knowledge of promotion, advertising, and marketing methods.
  • Ability to coordinate initiatives designed to promote the Vision Zero to the community.
  • Skill in working with the news media to ensure accuracy of information disseminated.
  • Skill in developing and implementing public participation and communication programs.
  • Computer skills to use the Microsoft Office Suite and the internet efficiently.  
  • Ability to read, analyze, and interpret work related documents.
  • Maintain current knowledge of evidence-based community engagement tools and best practices.

Communication and Interpersonal

  • Verbal communication skills to share information professionally, effectively, and efficiently with diverse internal and external customers.
  • Ability to respond to inquiries with tact, diplomacy, and discretion.         
  • Ability to write publication-ready letters, memoranda, reports, and public education information using clear, concise, and grammatically correct language.        
  • Ability to effectively present information and respond to questions from the general public.

  • Analytical, problem-solving, and decision-making skills; sound judgment.
  • Organizational skills and the ability to manage multiple priorities and meet frequent deadlines.
  • Skill in performing detailed, independent work with a high degree of accuracy in a fast-paced environment.

Current Salary

The current salary range (Pay Range 2EN) is $56,291-$67,309 annually, and the resident incentive salary range for City of Milwaukee residents is $57,979-$69,328 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
