Contracting & Acquisitions Agent II

Effective January 1, 2011 new employees to the Oklahoma State Department of Health will be placed on a bi-weekly payroll system.

Other: Position requires possible response to public health emergencies including, but not limited to, natural disasters, disease outbreaks, or catastrophic events.  The Oklahoma State Department of Health is tobacco free.  Employees are prohibited from using tobacco products throughout all indoor and outdoor areas of premises under the control of the Oklahoma State Department of Health, in all vehicles on those premises, and in state vehicles in use for OSDH business anywhere.  Applicants may be subject to a background check.

Proof of education, certification, or licensure: Provide copies of an official diploma or transcript in order to demonstrate possession of the expressed education from applicant’s 4B or the required education for the position; provide a copy of required certification and/or licensure.

Current permanent classified employees of the Oklahoma State Department of Health submit the following:
• an ODH Form 92A (Request for Transfer/Promotion);
• an OPM-4B (Personal Data Summary Sheet);

• proof of education, certification, or licensure required for the position before the closing time/date.

Permanent and classified employees of another state agency, unclassified employees with reinstatement rights, or former employees of any Oklahoma state agency that have reinstatement rights submit the following:

Positions in this job family are assigned responsibilities involving the acquisition of goods and services for an institution or agency.

The Contracting and Acquisitions Agent job family consists of four levels which are distinguished by the level of complexity of specific job assignments, the extent of responsibility assigned for a specific task, the level of expertise required for the completion of assigned tasks, and the responsibility assigned for the supervision of others. 
 
Level II                                  
This is the career level where employees perform responsible professional and technical work at the full performance level involving the contracting and procurement of goods and services for a state agency or institution.  Responsibilities consist of a variety of technical and administrative tasks of a general nature related to the solicitation and review of bids, evaluation of products and services, preparing contracts, and the development of standard specifications and requisitions for products and services. As well as serving as liaison to various vendors and advising agency personnel on the provisions of the Central Purchasing Act and rules and regulations related to contracting and purchasing.                         

Level II:
Education and Experience requirements at this level consist of three years technical clerical work plus one year of experience involving contracting and purchasing; or an equivalent combination of education and experience, substituting 30 semester college credit hours for each year of the technical clerical work experience plus one year of experience involving contracting and purchasing.

NOTE:  Experience should include the following procedures:  sending out invitations to bid and making telephone bids, evaluating bids or telephone price quotes, awarding contracts and/or issuing purchase orders, working with users and understanding their needs and requirements and assuming the responsibility for the correct evaluation and determination of bids and proposals.
