BASIC PURPOSE OF POSITION:
Under direction of the Chief Administrative Officer, plans, organizes, coordinates and directs the administration of the Office of Intergovernmental Relations and Policy.
TYPICAL FUNCTIONS:
Provides executive -level consultation and guidance to the Director, OKDHS Commission, Senior Executive Staff and Executive Staff and other administrative personnel on legislative and policy issues and concerns;
Directs the development and implementation of goals, policies and procedures for the Office of Intergovernmental Relations and Policy; coordinates the activities of the office to ensure uniform application; coordinates the work of the office with other divisions, offices and units of the Department of Human Services;
Coordinates with OKDHS staff to identify and document OKDHS programs and services requiring the assistance and support of the Legislature and Governor’s Office; coordinates various initiatives, proposals and legislation to the legislative and executive bodies;
Provides management advice and guidance to the Director, Senior Executive Staff, Executive Staff, and other administrative personnel on implementation of statutory changes;
Assists the Chief Administrative Officer, Director, and OKDHS Commission in overall agency administration; ensures that the Office of Intergovernmental Relations and Policy Project’s activities are consistent with agency policy and assist in the achievement of agency-wide goals and objectives;
Ensures compliance with state and federal requirements through:
a. Implementing and monitoring budget work plans;
b. Monitoring funding requests;
c. Monitoring expenditures and program reports to the state and federal governments;
d. Monitoring contracts for compliance with their terms; and
e. Monitoring new developments in state and federal statutes and regulations.
Performs related work as required and assigned.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA's):
The ability to coordinate multiple priorities across divisional and agency lines;
Knowledge of federal and state laws, rules and regulations and policies relating to administration and programs of human services agencies and of analytical and evaluative methods;
Superior communication skills, both oral and written; a high level of managerial talent and ethical business judgment.
MINIMUM QUALIFICATIONS:
A master’s degree in political science, public or business admin. or related field, SW, psych, sociology, and 8 years of professional level experience in public or business administration, program analysis. (See complete qualifications on the OKDHS website).
