BASIC PURPOSE OF POSITION -- HR Manager:
Assists in administering the OKDHS grievance and mediation programs.
TYPICAL FUNCTIONS—assists the grievance manager in administering the grievance program. Serves as the subject matter expert in relation to grievance and mediation programs. Coordinates the agencies mediation program. Conducts civil rights and personnel investigations. Reviews and assists in development of corrective discipline notices. Maintains grievance, mediation, and corrective discipline records. Prepares annual reports. Conducts program training.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
Knowledge of the principles and techniques of personnel administration; of the structure and function of governmental organization; of business organization and management as it pertains to personnel; of personnel office methods and procedures; of business communications. Skill in establishing and maintaining effective working relationships with others; in effective verbal and written communication; in organizing and conducting several projects simultaneously and in exercising sound judgments in analyzing complex situations and adopting appropriate courses of action.
Completion of the curriculum requirements for a baccalaureate degree, and 3 years of professional experience in personnel administration, including 1 year in a supervisory capacity in the personnel field;
An equivalent combination of education and experience, substituting 1 additional year of professional or technical personnel experience for each year of the required education; or completion of a master’s degree for 1 year of the require experience.

This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
