Description:
This position will provide technical assistance and consultation in strategic planning, program evaluation and report development and writing, as well as consultation on community-based program planning, staging implementation, capacity building and appropriate assessment to enhance community programs.

Duties include, but are not limited to:
Provide consultation on development of appropriate assessment mechanisms for programs and services; conduct trainings in data collection, logic models and strategic planning; define goals, objectives, criteria and standards of evaluation for comprehensive planning; prepare technical reports and participate in grant writing activities; conduct programmatic and strategic planning with stakeholders in regard to health issues and infrastructure development; prepare questionnaires and other instruments for use in gathering and reporting data; apply statistical procedures and tabulations in analysis of data including qualitative data analysis and assist with development of manuscripts, professional presentations, grant applications, invitations-to-bid, and informational materials as assigned. Employ leadership skills, engage in collaborative partnerships, and embrace a cohesive team player environment. Travel is required, typically once or twice per month to conferences, training, meetings and may increase during grantee site visits or specific consultation and technical assistance needs as determined.

Education and Work Experience:
Bachelor's degree in public health, public administration, biological, medical, health or social science or related field.  Experience in strategic planning and/or community or public health preferred.  Preference may be given to applicants with a master's degree in one of the above listed fields. 

Knowledge, Skills and Abilities: 
Knowledge of planning, community-based programs and public health principles, methods and practices.  Ability to establish and maintain effective working relationships with others and to exercise creativity and good judgment in problem-solving; strong organizational skills as well as oral and written communication skills in preparing and presenting technical and non-technical information, and ability to utilize personal computers and applicable software.  

Other:
Position requires possible response to public health emergencies including, but not limited to, natural disasters, disease outbreaks, or catastrophic events.   The Oklahoma State Department of Health is tobacco free.  Employees are prohibited from using tobacco products throughout all indoor and outdoor areas of premises under the control of the Oklahoma State Department of Health, in all vehicles on those premises, and in state vehicles in use for OSDH business anywhere.  Applicants may be subject to a background check.
