POSITION: Director of Procurement (and Internal Operations)
DIVISION: Office of Legal, Public Information & Procurement Services

SALARY: $52,000 - $60,000

•Responsible for managing all purchasing and procurement programs, and directing the operations of mail service, reception, Agency state vehicles, and equipment inventory in direct coordination with the Financial Services and Internal Legal Services.
•Must be able to solve problems creatively while maintaining excellent customer service and overall teamwork.
•Directs the operation of the procurement functions for the Agency, works with the Central Purchasing Division of the Office of Management and Enterprise Services to comply with the Oklahoma Central Purchasing Act, and supervises the preparation of justifications and recommendations to the Agency.
•Directs and provides overall supervision of the mail service and acts as the Agency's official representative in communications with the U.S. Postal Service.
•Directs and provides overall supervision of the Agency’s switchboard and reception operations.
•Works with the Agency officials in complying with the statutory requirements for printed materials published or printed for use by the Agency.
•Directs and provides overall supervision of the Agency Motor Pool. Coordinates with Agency officials and State Motor Pool officials in complying with the statutory requirements for state vehicle use. Provides a check out system for vehicles and ensures vehicles are being maintained.
•Directs and provides overall supervision for the warehouse facility and equipment inventory.
KNOWLEDGE & SKILLS:
Knowledge of principles and procedures of procurement; of writing specifications and contracts for purchases; of state purchasing rules and regulations; of inventory files and records; of mail room operations; of postal rules and regulations; and rules and regulations on operations of state vehicles. Skills in directing an Agency procurement program in a customer focused manner; managing mailroom activities; expressing ideas clearly and concisely in oral and written form; and conducting multiple projects simultaneously. Supervisory experience is a plus.
EDUCATION & EXPERIENCE:
State of Oklahoma Certified Procurement Officer certification in active status. Preference given to applicants proficient in the use of the State of Oklahoma’s CORE/PeopleSoft Purchasing System. Completion of a bachelor’s degree in business, finance, accounting or related field and five years management or administrative experience, including a minimum of five years in purchasing, procurement or supply.
