This position is located in the Finance Division in Oklahoma City.
BASIC PURPOSE OF POSITION
This position is housed in the Sequoyah Building in the Oklahoma City Finance Division.
Under administrative direction of the Chief Financial Officer plans, organizes and directs all aspects of Project Implementation of Electronic Payments Services for the OK Department of Human Services.
Directs the development and implementation of goals, policies and procedures, reviews policy implementation and results to ensure that projects and policies are being completed and implemented as necessary and appropriate results are achieved; Prepares project status reports, apprises Finance management, OKDHS staff, clients and others of status and related issues; Directs the formulation and evaluation of budget recommendations for projects to provide for the effective and efficient use of resources and the achievement of project objectives; determines organizational lines of authority and accountability; Directs and coordinates activities or project personnel within projected timeframes and standards; reviews status reports, modifies schedules and plans as required; Acquires, administers and allocates resources necessary to support project implementation;
Coordinates recruitment or assignment of project personnel; assigns duties, responsibilities and scope of authority to project personnel; Ensures compliance with state and federal requirements.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of agency policies, of state and federal regulations relevant to agency programs of sound methods of administration; and of methods of management and planning; skill in supervising personnel and evaluating performance and programs; skill in assessing training needs; in analyzing complex situations and adopting appropriate and effective courses of action; establishing and maintaining effective working relationships; influencing others; and ability to direct the operations of multiple projects simultaneously utilizing proven management techniques; in developing trust through results oriented strategies; to communicate effectively both orally and in writing.
Completion of curriculum requirements for a master's degree and 3 years professional managerial or administrative experience in public health administration, social work, guidance and counseling, mental retardation, probation and parole, public administration or personnel administration; or an equivalent combination of education and experience, substituting 1 additional year of qualifying experience for each year of the required education.
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.

This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
