This position is located in the Finance Division in Oklahoma City.

BASIC PURPOSE OF POSITION
Under general direction, plans, organizes & directs fiscal operations for a smaller agency or assists in planning, organizing & directing fiscal operations for a large state agency.

TYPICAL FUNCTIONS 
Plans & coordinates or assists in planning & coordinating the work of accounting systems involving the processing of payrolls, claims, journal vouchers, authorization for expenditures, trial balances & purchase orders. Directs or assists in the direction of the installation of all phases of fiscal operation for an agency; supervises the preparation of reimbursement vouchers & other financial documents in determining reimbursements for state facilities; supervises the preparation of  accounting & administrative reports to reflect fiscal operations; develops computer program specifications for data analysis; prepares & codes cost reports for computer input & analysis; & evaluates computer output; monitors billing programs for efficiency, accuracy & modifications; adapts necessary fiscal control accounts; prepares monthly reports; researches federal & state legislation to determine changes or additions to current procedures or accounts & prepare monthly reports & performs related work as required & assigned.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
Knowledge of governmental accounting, auditing & fiscal principles used in internal auditing procedures & practices; of the principles, practices & techniques relating to accounting procedures; & of computer coding & programming; skill in coordinating the work of separate units & divisions; in expressing ideas clearly & concisely both orally & in writing; & in organizing, directing & supervising the work of others.

MINIMUM QUALIFICATIONS
Completion of the curriculum requirements for a baccalaureate degree in business or public administration, or a closely related field; & 5 years of experience in professional accounting, or closely related work, including 2 years of experience in an administrative or supervisory capacity or any equivalent combination of education & experience.

NOTES 
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.

BENEFITS 
This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
