Introduction

Effective January 1, 2011 new employees to the Oklahoma State Department of Health will be placed on a bi-weekly payroll system.

Position conducts classroom and other types of training, in the central office and county health departments, using adult education and training principles and techniques.  Evaluates results and makes changes or adjustments as required.  Develops classroom exercises based upon the levels of intellectual behavior important to learning.  Utilizes the Instructional Systems Design (ISD) process to ensure learning is developed with specific measurable outcomes, creating an instructional experience ensuring learners will achieve the goals of instruction.  Prepare and collect information and materials to be used in conducting and/or facilitating training, meetings or seminars, including lesson plans, training guides, participant manuals, videos, slides and other training materials.  Schedules and coordinates training classes, workshops, seminars, conferences or meetings. Enters training records via agency learning management system(s). Develops computer based training (CBT) using various elearning applications. Determines employee and agency training and professional development needs through surveys, interviews, or other sources.  Reviews and analyzes special requests for training courses and professional development.

Other: Position requires possible response to public health emergencies including, but not limited to, natural disasters, disease outbreaks, or catastrophic events. The Oklahoma State Department of Health is tobacco free.  Employees are prohibited from using tobacco products throughout all indoor and outdoor areas of premises under the control of the Oklahoma State Department of Health, in all vehicles on those premises, and in state vehicles in use for OSDH business anywhere.  Applicants may be subject to a background check.

BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the training and professional development of employees in various topics or skills.  This includes the preparation of lesson plans and other materials to be used in conducting training, scheduling and coordinating various workshops, classes or seminars,  conducting training in a variety of settings and/or facilitating a variety of meetings or seminars.

LEVEL DESCRIPTORS

The Training Specialist job family consists of three levels which are distinguished based on the complexity of work assigned, experience required to complete work assignments, and the responsibility for providing supervision to others.

Level II:   
This is the career level of this job family where employees are assigned responsibility for a full range of activities in developing and presenting training courses and programs. This includes preparation of curriculum, designing participant manuals, collecting appropriate videos and other materials, and conducting or facilitating training, meetings, seminars or other discussions in various settings.  Limited responsibilities may be assigned for providing guidance, supervision or training to others in developing and conducting employee training courses.

MINIMUM QUALIFICATIONS

Level II:   
Education and Experience requirements at this level consist of a bachelors degree and two years of experience in training, human resource development or classroom teaching or completion of a doctorate in adult education or human resource development or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor’s degree.
