The Office of Management and Enterprise Services (OMES) Information Services Division (ISD) is seeking a full-time Application Support Administrator, providing IT services to the Oklahoma State Department of Veterans Affairs. The primary purpose of this position is to support agency specific applications. This includes managing the administration, configuration, maintenance, and monitoring of the application; researching problems to determine the appropriate solution; monitoring the release of application patches, upgrades and fixes and assessing the impact on the current environment; working with users to determine which upgrades are mandatory or urgent; migrating projects through the various environments; enforcing the documentation standards that have been established; developing a detailed project plan for migrating patches and fixes through the various environments; consulting with management on complex application projects, software, work methods or procedures. Individual will establish direction and standards while maintaining a high level of user trust, satisfaction and confidence. A complete understanding of technical principles, theories, concepts and technologies is required.
Principal Activities: The principal activities include the following, but are not limited to:
•Maintain best practices in the maintenance and monitoring of the application(s).
•Manage the configuration of all modules used by the Department of Veterans Affairs
•Consults with federal project managers and various groups of private entity vendors to troubleshoot and resolve application issues. Perform independent research to obtain solutions.
•Work in partnership with management and staff to ensure data integrity.
•Ensure customers across all service areas are appropriately notified of system issues including downtime, changes in regulation sets, new software functions, revised processes and procedures, and the addition of new application modules.
•Develop customized reports for the Department of Veterans and other requestors through the available application reporting tools including status reports as defined by management.
•Stay current on application maintenance packs, bundles, patches and fixes. Assist with impact analysis on affected applications and coordinate testing and implementation with applications development, database administration (DBA), quality assurance (QA), and functional testers.
•Provide assistance to application staff and end users in researching application errors. This may include researching possible solutions through vendor support. Coordinate testing and implementation of fixes with applications development, DBA, QA, and functional testers.
•Implement tested patches and fixes through the defined environment instances to meet all technical standards assuring no business interruptions occur as a result of an update or change.
•Coordinate with technical support groups to ensure optimum performance and accessibility to the applications.
•Assist the security team in maintaining the security of the system.
•Ensure accurate and timely execution of tasks necessary to meet production and project deadlines throughout the year and also ensure the Systems are functioning properly for the end users.
•Monitor and respond to assigned help desk cases meeting documented performance criteria.
•Review the application installation documentation and other support documents for any changes to the system and update user documentation accordingly.
•Direct development and distribution of functional process improvements, corrections and changes to provide assistance to users in system utilization and functionality.
•Interpret and advise agency personnel and the general public on rules and laws governing operation of the data system.
•Other duties as assigned.
Bachelor’s Degree (B.A.) in Computer Sciences, Business, Engineering or related discipline with an information technology focus or three years of professional-level experience in development, implementation, and maintenance of large-scale data processing applications, preferably across multiple hardware and software platforms.
Knowledge, Skills and Abilities:
•Experience and knowledge in new computing architectures and implementation of complex data processing applications. This position requires detail-oriented self-starter with superb follow-up skills.
•Experience with data privacy and security.
•Experience with basic research techniques for software troubleshooting and software diagnostic testing techniques.
•Experience with standards and practices associated with large data processing applications and integrated data management systems.
•Ability to interpret and analyze business processes associated with an integrated data management system; define how modification of one area can affect production in another.
•Ability to define problems, collect data, establish facts, and draw valid conclusions.
•Ability to establish and maintain effective working relationships.
•Ability to function competently using the Microsoft Office suite of products.
•Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
•Ability to write reports, business correspondence, and procedure manuals.
•Ability to effectively present information and respond to questions from groups of managers, vendors, and customers.
•Excellent verbal and written communication skills.
•Strong analytical, problem solving and project management skills.
•Experience and knowledge in system testing and implementation of complex systems.
•Experience and skill in preparing program and system documentation.
•Experience and ability to provide guidance and training to less experienced application staff.
•Ability to travel in and out of state on an as needed basis.
