INTRODUCTION

This is a Position-Based Test conducted in accordance with Civil Service Rule 111A. The eligible list resulting from this examination may be utilized for future positions in other City departments.

 

POSITION DESCRIPTION:

Under direction, the Supervising Adult Probation Officer assigns and directs the activities of Deputy Probation Officers engaged in interviewing, advising and supervising adult offenders, and performs related duties as required. The essential functions of this classification include: evaluating work plans of probation officers; assigning, monitoring and evaluating performance of probation officers; reviewing court reports for accuracy and completeness; training new probation officers; training staff on changes in laws, and departmental policies and procedures; conferring with attorneys, judges and representatives of other agencies; preparing technical reports, operational records and court reports; and performing other duties as required.    Positions in this classification may also be assigned to coordinate or chair interagency meetings and task force committees; may serve as a training officer and may act for a Division Director in his/her absence.  The performance of essential functions requires ability to operate personal computer, use of word processing and spreadsheet programs.

 

MINIMUM QUALIFICATIONS:

1.  Possession of a baccalaureate degree from an accredited college or university (major course work in the social sciences or related fields preferred);

                                                                  AND
2.  Four (4) years (8000 hours) of verifiable experience as a probation officer working with offenders in a criminal justice system.  At least two (2) years (4000 hours) of the required four (4) years (8000 hours) must include experience working with adult offenders.

 

Substitution:

Two (2) years (4000 hours) of experience as a parole officer working with offenders in a criminal justice system may substitute for two (2) years (4000 hours) of the required probation officer experience.

 

Desirable Qualifications:

1.  Knowledge of:  the organization, operations and procedures of courts and the probation department; provisions of the Penal Code and other statutes that relate to the duties of the Deputy Probation Officer and the legal rights and obligations of the adult offender; the social, economic and psychological factors contributing to criminal and other anti-social behavior; and case management techniques including time management and methods of organizing assignments.

 

2.  Ability to: establish and maintain effective working relationships with staff and representatives of public and private agencies engaged in the apprehension, conviction and rehabilitation of adult offenders; compose clear and concise reports, letters and memoranda; and effectively communicate orally with probationers, staff and others engaged in probation-related activities.

SELECTION PROCEDURES:
Screening of Applications
Applications will be screened for relevant qualifying experience and education. Only the candidates whose backgrounds best match the position will proceed in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process.  
 

Training and Experience Evaluation - Weight: 100%

Applicants will be prompted to complete the Supplemental Questionnaire that must be submitted during the online application process. Information provided by the candidate on the Supplemental Questionnaire will be evaluated to determine the final score. This final score will be used to determine the rank of candidates on the eligible list.  Candidates will be placed on the eligible list in rank order according to their final score. It is important that the information provided on the supplemental application be accurate and complete. All statements made on the application materials are subject to verification.

 

CERTIFICATION RULE: The certification rule for the ranked eligible list resulting from this examination will be Rule of List. The hiring department may conduct additional selection processes to make final hiring decisions.

 

VERIFICATION:  

Verification of the education and experience may be required at any point in the selection process. A copy of transcripts or diplomas must be submitted when requested. Verification of experience, when requested, must be on the employer’s letterhead and must show the name of the applicant, job title(s), duties, dates of service, and must be signed by the employer. City employment may be verified by submitting a performance evaluation in lieu of other verification. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee’s class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules. Verification may be waived if impossible to obtain. Waiver requests will not automatically be granted, but will be considered on a case-by-case basis.  Failure to submit verification documentation, if requested, may result in rejection of application or ineligibility for employment.  All statements made on the application or subsequent documents required under this examination are subject to verification.

 

NOTES:

1.  Eligibles (with the exception of current Peace Officers of the Adult Probation Department) will be investigated to determine their general fitness for positions in this classification. Employees in this classification are peace officers and must meet POST standards and comply with laws applicable to peace officer positions. Conviction of a felony or of a crime that would have been a felony if committed in California is a bar to employment as a peace officer. (California Government Code sections 1029 and 1031)

2.  A psychological examination will be required of any new hire prior to appointment. This examination will consist of written tests and a clinical interview to determine the eligibles fitness for work as a Supervising Probation Officer.

1.      Per Civil Service Rule 111A.26.5, the Human Resources Director may approve the use of the eligible list resulting from this examination for Permanent Civil Service appointments to other positions in the same or similar classes in any department.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

BENEFITS
