Introduction

The Maryland Department of the Environment is seeking applicants for multiple engineering vacancies.  These positions are located in many different Administrations, i.e., Water Management, Land Management, Air and Radiation Management, Engineering and Capital Projects Program.

Salary:  $40,547 - $52,383 w/progression to $64,536 (I level); $45,938 - $59,622 w/progression to $73,541 (II level); $52,150 - $67,914 w/progression to $83,726 (III level) State Salary Guidelines apply to State employees.

Main Purpose of Job

The Regulatory and Compliance Engineer/Architect I (entry level), II (intermediate level), III (full performance level) performs engineering work engaged in the analysis and evaluation of construction, operational or industrial projects and processes in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure environmental regulatory compliance with engineering or architectural  standards, practices, principles and methods. Employees at the II level may provide guidance and direction to engineering/architectural consultants and assigned specialists, technicians and inspectors but do not supervise other employees.  Employees at the III level may serve as a project coordinator and provide guidance and direction to engineering or architectural consultants and assigned specialists, technicians and inspectors, but do not supervise other employees.   
 
This classification series is a non-competitive grouping which allows an employee to advance from an entry level (I) to the full performance level (III) based on qualifications and satisfactory work performance.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education:     Bachelor’s degree in engineering or architecture from an accredited college or university.    

Experience:

(I level) None;  

(II level) One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods;  

(III level) Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.  

NOTES:

(I level)

1.  A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

(II level)

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. A Master's degree in engineering or architecture from an accredited college or university may be substituted for the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

(III level)

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas may be substituted for the engineering degree.

2. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for one year of the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland, or in a state with comparable requirements may be substituted for the educational requirement and one year of the required experience.

4. DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATION:  It is preferred that the selected candidate possess a degree in engineering.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process. The assessment will be a rating of your education, training and experience related to the requirements of this position. Therefore, it is important that you provide complete and accurate educational and employment information on your application. Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees. Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa. You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
