Main Purpose of Job

This position is responsible for oversight of relationships with contracted carriers to ensure continual satisfaction, training, compliance and long term participation with the Maryland Health Benefit Exchange.  Job duties include:  Meeting regularly with carrier decisions makers to discuss partnership and performance issues;  Providing training on Exchange policies and procedures; and, updating internal Exchange stakeholders as appropriate.  Provides daily management of all Plan Management functions including:  Issuer set up and plan certification; Plan Compliance - recertification, decertification; Plan presentment to consumers; Training of participating insurers; and, Retention of participating insurers.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

A bachelor’s degree from an accredited college or university. Six (6) years of health or human services administrative or professional experience, including three (3) years at a supervisory or management level.  A Master’s degree will substitute for one year of general experience.   A Doctorate will substitute for two years general experience.  Additional experience will substitute year-for year for the college degree.

Qualified candidates must have a strong understanding of the commercial health, dental and vision industry.  Experience interacting with large clients, understanding their strategic goals and influencing their decision making. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will have strong interpersonal, communication and problem solving skills and the ability to balance the need to provide customer service and regulatory oversight functions.
