LOCATION OF POSITION

DHMH- Office of Health Care Quality, Catonsville, MD.

Main Purpose of Job

This position will be responsible for overseeing and conducting confidential/serious investigations within the Office of Health Care Quality. The position requires a clear and concise knowledge of both Federal and State laws as well as various sanctioned regulations regarding the safety of clients under care by entities licensed by the Office of Health Care Quality. This position will also assume responsible for oversight investigations of specific complaints involving both criminal and administrative adjunction in health care facilities licensed by the Office of Health Care Quality. This position requires the ability to work closely with local and state law enforcement agencies and prosecutors in both the criminal and civil modality. This position will be required to develop and implement a protocol for an investigation process that will include a through investigation technique on complaints primary dealing with abuse, neglect and misappropriation of residents funds of vulnerable adults beings serviced by a state licensure program such as: Assistant Living Programs and Adult Medical Day Care Facilities. This position shall be required to review and prepare detailed comprehensive reports on findings of all assigned investigations on a regular basis. This position will conduct investigations to identify accused individuals and pursue criminal and administrative adjudication. This position shall be required to review and prepare detailed comprehensive reports on findings of surveys and investigations.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preffered applicant should have experience applying the correct regulations to cited deficiencies related to environmental and health laws based on survey findings.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
